Whether you knew it or not, last Wednesday was officially "Conception Day" in a region of Russia. The decreasing birth rate gave the governor the idea. So, couples get the day off from work, and if they deliver 9 months later on June 12th, the country's National Day, they can win all kinds of prizes- SUV's, electronics, and cash.
