This is a toughie, Elle. If you were painting just any old plastic chair we'd recommend a RustOleum Paint for Plastic Spray which comes in almost a dozen colors. That the chair will be used by a 1-year old (who will likely chew on it) complicates things so we're hoping readers will have some good information and ideas for you.
One thought is to use RustOleum's Plastic Primer which prepares the surface for better paint adherence. RustOleum says you can use any top coat paint with it so you could then choose a non-toxic, child-safe paint, but we would recommend contacting the company to ask about the safety of this strategy.

Better off leaving it unpainted and using pillows or a throw.
