I'm guessing that the hearts are attached to string or fine gauge wire of some kind. I guess your choice of material would depend on how much flutter you want in the mobile.

if i were making this (and i just might), i would use my sewing machine to stitch from center top of a heart to bottom point, continue stitching for about 1/2" and add another heart, continue until desired length....this will form a long "chain" of hearts, which could be tied to a simple pole (looks like a bamboo rod in the pic)....
I have used this technique to make paper christmas garlands--using star shapes cut from different wrapping papers in long chains. it works beautifully if you keep in mind several things 1.use a sharp needle 2. use a longish stitch length 3. don't go too fast while sewing through the paper. tissue paper did not work for me, but other papers were great...wrapping paper, art paper, vellum, scrapbook paper, construction paper.
