If you go to her site and read the tutorial you will see that she doesn't really knit the icing, she just sculpts it very convincingly. Unfortunately, your source site got that wrong.

Yeah, to say that those cupcake tops are knitted doesn't do them justice at all.
Click through to the the original site, where the extra close-up photos are amazing. To make icing like that, with that much detail, is an incredible (and time-consuming) feat. My (knitted) hat is off to her!
